Japan plans to mandate blending of SAF to promote use
In Japan, The Yomiuri Shimbun reported that Japan’s Economy, Trade and Industry Ministry and the Land, Infrastructure, Transport and Tourism Ministry proposed a policy to mandate the blending of SAF into fuel supplied at select airports, with the aim of promoting its adoption.
The mandate will apply to businesses such as oil wholesalers and trading companies starting in fiscal 2030, and they will be required to use a blend with SAF making up at least 5% of the composition from fiscal 2032 onward, according to the report.
For international flights at seven airports with high refueling volumes — including Narita and Haneda airports — the mandate will require a blend of at least 1% in fiscal 2030, at least 3% in fiscal 2031 and at least 5% around fiscal 2032 to 2034, the report added.
In addition, with an eye on the start of mandatory implementation in fiscal 2030, the government will consider a system to provide financial support to airlines that refuel with SAF. It will also consider imposing a uniform charge on air service users.
