BREAKING NEWS: US House Passes Historic Legislation Authorizing Year-Round, Nationwide E15 Sales
In Washington, the U.S. House of Representatives has passed H.R. 1346, the Nationwide Consumer and Fuel Retailer Choice Act.
Approved by a bipartisan vote of 218 to 203, this historic legislation permanently authorizes the year-round, nationwide sale of E15—a lower-cost fuel blend containing 15 percent ethanol. While E15 is already available at more than 4,800 retail locations across the United States, seasonal restrictions have historically hindered its availability.
According to the Renewable Fuels Association (RFA), the passage of this bill effectively removes three decades of regulatory red tape that had previously stifled consumer choice and marketplace competition. The successful House vote was driven by a bipartisan coalition of lawmakers, including Representatives Randy Feenstra, Michelle Fischbach, Adrian Smith, Dusty Johnson, Angie Craig, and others who stood strong to deliver the bill.
The Why Now
The urgent push for this legislation is driven by a convergence of domestic economic hardship and global energy instability. American drivers are currently facing skyrocketing gas prices and extreme market volatility at the pump. Expanding E15 access is positioned as the fastest way to save consumers money; the fuel offers everyday savings of 20 to 40 cents per gallon, recently maintaining a discount of over 10 percent compared to standard E10 gasoline. Furthermore, the legislation addresses immediate national security concerns. Increasing the use of domestic biofuel helps secure America’s energy dominance and shields the country from geopolitical crises, such as the current oil supply disruptions occurring in the Strait of Hormuz.
Simultaneously, rural America is in desperate need of an economic lifeline. Biofuel advocates emphasize that American farmers are currently coping with the “worst economic conditions in a generation”. Senator Chuck Grassley (R-Iowa) stressed that making year-round E15 permanent will increase domestic demand for corn, create jobs in rural communities, and pump an estimated $14 billion directly into the struggling farm economy.
The Next Steps
With the House victory secured, the legislative battle now moves to the U.S. Senate for consideration. Trade associations like Growth Energy and ACE are urging the Senate to quickly reject opposition from critics who wish to protect refinery profits, and instead advance the bill to deliver immediate savings to communities nationwide.
The political momentum behind the bill is highly coordinated at the executive level. President Donald Trump, Vice President J.D. Vance, and Department of Agriculture Secretary Brooke Rollins have all actively pressured Congress to pass E15 this year. To ensure its success in the upper chamber, President Trump has explicitly tapped Senate Majority Leader John Thune to advance the legislation.
