Zhoushan completes first domestic marine biofuel blending deal

In China, the country’s first domestic marine biofuel blending and mixing export deal was completed on March 13 at Sinochem Xingzhong’s Aoshan oil base in Zhoushan, where 2,000 tons of biodiesel and 6,300 tons of high sulfur fuel oil were blended into a high sulfur B24 marine biofuel product, in the first transaction since the Ministry of Commerce approved the business in February under the Zhejiang Free Trade Pilot Zone pilot.

The deal gives domestic suppliers a route into a market that had depended on imported finished biofuel products and marks another policy step in the Zhejiang Free Trade Pilot Zone’s commodity resource allocation hub buildout. Zhoushan’s biofuel bunkering volume rose from less than 100 tons in 2024 to 120,000 tons in 2025, accounting for more than 80% of China’s total.

Officials said the transaction provides operational experience for other Chinese ports considering similar business. They also said Zhejiang and Zhoushan will continue improving procedures, efficiency and costs for biofuel and other green marine fuel bunkering. Ningbo-Zhoushan Port is currently the world’s third largest bonded marine fuel bunkering center.
