Portugal looks to Brazil to expand biofuels and SAF production

July 20, 2026 |

In Portugal, Valor International reports Portugal is seeking closer cooperation with Brazil to develop biofuels and sustainable aviation fuel (SAF), hoping to attract Brazilian companies to establish production facilities that would supply the European market. Environment and Energy Minister Maria da Graça Carvalho said Brazil’s technological leadership makes it an ideal partner as Portugal advances its transportation decarbonization strategy. Rather than conventional refineries, the country envisions new plants producing SAF, biofuels, and hydrogen. The initiative builds on discussions between Portuguese and Brazilian leaders and complements Portugal’s broader investments in transport electrification.
