India’s independent ethanol producers seek review of tender allocation rules
In India, the Hindu Business Line reports the Bharat Independent Ethanol Producers Association (BIEPA) has urged the Ministry of Petroleum and Natural Gas and oil marketing companies (OMCs) to review allocation rules for the 2026–27 Ethanol Supply Year, covering approximately 11 billion liters of ethanol. BIEPA argues that producers holding Long-Term Offtake Agreements receive preference both for contracted volumes and for additional allocations up to their accepted production capacity, potentially leaving independent suppliers with residual demand even when they offer lower prices. The association warns that this could increase procurement costs and leave dedicated plants underutilized, jeopardizing debt repayments, farmer incomes and rural jobs. It wants the methodology reviewed before allocations are finalized.
