INA completes Rijeka refinery upgrade, eyes green hydrogen project

March 12, 2026 |

In the UK, Fuel Cells Works reported that Croatian energy company INA has completed the modernization of its Rijeka Refinery, a nearly $757 million investment that ranks among the largest industrial projects in the country’s modern history.

The upgrade introduces a new delayed coking unit and supporting infrastructure, allowing the refinery to process up to four million tons of crude oil per year, including heavier grades. The modernization is designed to improve production efficiency while increasing the yield of higher-value refined products, according to the report.

Alongside the refinery upgrade, INA is preparing to launch the country’s first commercial green hydrogen production facility at the site, the report added.

The hydrogen project will involve a 10MW electrolyzer powered in part by an 11MW solar power plant, supported by a $16.2 million grant from Croatia’s National Recovery and Resilience Plan. INA plans to invest more than $65 million in the project.

The hydrogen produced will be used both in refinery operations and in the transport sector. Construction is expected to be completed by the end of 2026, with production starting in 2027, the report added.
