EU draft could replace national hydrogen mandates with EU target
In Belgium, Oil Price reports a leaked European Commission working document for the forthcoming RED IV revision reportedly considers replacing binding national renewable-hydrogen consumption mandates with an EU-wide, indicative target of 8 million tons annually for industry and refineries. Under the current RED III framework, renewable hydrogen and RFNBO requirements include binding national targets, including a 1% transport requirement and a 42% industrial-use target by 2030, rising to 60% by 2035. The proposed shift would place greater emphasis on energy security and cost considerations, although the document remains a draft and could change before the Commission formally proposes legislation.
