Colombia defines strategy to shape the hydrogen sector’s development through 2031
In Colombia, the Colombian Ministry of Mines and Energy said that Colombia took a decisive step toward consolidating hydrogen as one of the major pillars of a just energy transition. In the virtual session of the National Council for Economic and Social Policy (CONPES), the minister of Mines and Energy, Edwin Palma, cast a favorable vote for the CONPES document on the National Hydrogen Policy, an initiative that sets out an intersectoral roadmap to promote the development of this new strategic sector through 2031.
The ministry noted that the policy seeks to overcome the main barriers currently faced by the hydrogen ecosystem in Colombia, including low investment, limited demand, infrastructure challenges, regulatory fragmentation, and regional capacities. To this end, it proposes 60 coordinated actions among 27 State entities.
The Ministry of Mines and Energy promoted the drafting of the CONPES before the National Planning Department and led its technical development together with other Government entities. In addition, it will play a decisive role in its implementation, driving the development of the value chain, integration with non-conventional renewable energy sources, infrastructure planning, and the promotion of strategic projects for the country.
As a complement to this strategy, the national Government issued Resolution 0900 of 2026, through which the ministries of Mines and Energy and of Environment established the first national threshold to recognize low-emission hydrogen, setting it at 3.6 kilograms of CO₂ equivalent per kilogram of hydrogen produced.
“Hydrogen represents a historic opportunity to diversify our energy mix, drive the country’s reindustrialization, and generate new opportunities for employment and investment. We are laying the foundations for Colombia to be a key player in the clean economy of the future and to harness all its energy potential,” said the minister of Mines and Energy, Edwin Palma.
