US lawmakers introduce bill for $1 billion clean shipping program

In the United States, Representatives Nanette Barragán and Troy Carter Sr., along with Senator Chris Van Hollen, reintroduced the Next Generation Shipping Act on June 25. The bill would create a $1 billion annual program through the Maritime Administration to fund clean shipping technology and port infrastructure, including zero-emission vessels, alternative fuels, and equipment upgrades.

Barragán said the legislation targets pollution affecting communities near the Ports of Los Angeles and Long Beach while supporting American shipbuilding jobs. Van Hollen cited the Port of Baltimore’s economic role in backing the measure, and sponsors framed the bill as a response to heavier clean shipping investment already underway in Europe and Asia.

Four members have cosponsored the bill so far, including Reps. Kevin Mullin, Eleanor Holmes Norton, André Carson, and Suzanne Bonamici. The legislation was previously introduced in an earlier Congress and did not pass.
