In Washington, Reuters reports three sources have confirmed that the White House plans for large refineries to cover at most half of the RIN volumes waived for smaller refineries in the latest round of Small Refinery Exemption approvals by the Environmental Protection Agency. The EPA issues SREs for 1.1 billion gallons worth of RINs last month, a move which would pressure heavily the price of RINs due to the loss of 550 million RINs required for compliance. The plan is expected to be released before Oct. 30 when the RVO for 2026 and 2027 must be finalized.
