In Washington D.C., Reuters reports the United States has warned it will retaliate against countries that back the International Maritime Organization’s “Net-Zero Framework,” a proposal to cut greenhouse gas emissions from global shipping.. The framework, which sets out a plan to cut greenhouse gas emissions from global shipping, was approved in April by a simple majority of IMO member states, with 63 in favor and 16 against.
The U.S., one of 176 IMO members, left the talks in April and urged others to reconsider their support. In October, the measure will face a final vote among the 108 countries that have ratified the key legislation it would amend. Adoption will require a two-thirds majority, or at least 72 votes. The IMO only holds votes if consensus cannot be reached among member states.
In a joint statement, Secretary of State Marco Rubio, Commerce Secretary Howard Lutnick, Energy Secretary Chris Wright and Transportation Secretary Sean Duffy said the administration “unequivocally rejects” the proposal, warning it would raise costs for citizens, energy providers, shipping companies and tourists.
The statement called on other IMO members to oppose the framework and said the U.S. would “not hesitate to retaliate or explore remedies” should the measure pass in October.
