U.S. threatens trade penalties over support for IMO shipping emissions deal

In London, on September 3, Reuters reported that the United States has warned multiple countries they could face tariffs, visa restrictions, or port levies if they vote in favor of the International Maritime Organization’s Net-Zero Framework during an upcoming session in October. 

The framework, drafted in April by 63 IMO member states, would impose carbon-based fees on ships that exceed emissions thresholds. The U.S. withdrew from negotiations earlier this year and now says the deal would damage the shipping industry while doing little to cut emissions.

According to a State Department spokesperson, the U.S. is preparing to act if the deal moves forward and is urging partners and allies to consider similar measures. The Dutch government confirmed it had received a verbal warning from U.S. representatives. Other countries approached by Washington were not identified.
