Tripartite backs IMO authority as technical debates grow

In Korea, the Tripartite Forum of shipbuilders, shipowners, and classification societies met in Busan and voiced support for the International Maritime Organization to remain shipping’s global regulator. The show of alignment followed contentious talks at the IMO on climate rules and growing interest in regional alternatives.

More than 70 delegates from 13 countries gathered to discuss decarbonization, carbon capture, automation, software, ballast systems, and underwater noise. The forum has been meeting for over 20 years and is known for its work on structural standards and access rules now embedded in regulation.

This year’s gathering sent a clear signal: the technical core of the industry wants the IMO to stay at the center. “The shipyards of tomorrow will not only build vessels; they will build confidence,” said ICS Secretary General Thomas A. Kazakos, calling for closer coordination between builders, owners, and rulemakers.
