Towngas, Sinopec Hong Kong, and NewStar sign MOU on hydrogen and green fuels

In Hong Kong, Towngas, Sinopec Hong Kong, and Sinopec NewStar have signed a strategic memorandum of understanding to collaborate on hydrogen, green methanol, and sustainable aviation fuel. The agreement targets infrastructure development and project deployment across Hong Kong’s energy and transport sectors, in support of China’s dual carbon goals and the city’s 2050 carbon neutrality target.

The three companies will coordinate efforts in hydrogen refueling, liquid hydrogen storage and transport, methanol-fueled shipping, and SAF production. A joint venture is under consideration to consolidate resources and accelerate commercial rollout. Towngas currently produces over 12,000 tonnes of hydrogen annually and plans to expand local green hydrogen supply through a landfill gas-to-hydrogen facility at Tseung Kwan O.

Sinopec Hong Kong operates the city’s first public hydrogen refueling station and has assets spanning retail, bunkering, and aviation supply. NewStar, Sinopec’s renewable energy subsidiary, brings experience from large-scale green hydrogen projects on the mainland and plans to support Hong Kong’s transition through technology transfer and infrastructure investment.

Executives said the partnership will focus on local sourcing, downstream market development, and practical applications such as hydrogen-powered construction sites and green marine fuel. The collaboration marks a coordinated step toward building Hong Kong’s clean fuel ecosystem.
