In Iowa, KSCJ News reports Summit Carbon Solutions has asked the Iowa Utilities Commission if it would allow for some changes that could mean starting construction before receiving permission in South Dakota and North Dakota as required by the pipeline construction permit approved last summer. The company has gained permission in North Dakota but not yet in South Dakota where laws prohibit the use of iminent domain for pipelines. It is also saying that it plans to adjust the contract it has with landowners along the pepeline route that would provide them a share of pipeline profits.
