In South Dakota, Carbon Herald reports that voters rejected a ballot measure that would uphold a bill passed in the state House of Representatives earlier in the year making it easier for companies to secure eminent domain when developing pipelines. The state’s Public Utilities Commission denied a previous permit saying Summit Carbon Solutions hadn’t sufficiently engaged with landowners in developing the project. After more than a year of negotiations with landowners, Summit plans to submit its new permit application on Nov. 19.
