Singapore port authority sets the stage for alternative fuel scale-up

In Singapore, the Maritime and Port Authority announced new licensing and technical standards for LNG, methanol, and ammonia bunkering, part of a broader strategy to support the port’s shift to multiple fuel types.

At the Singapore Maritime Foundation’s New Year Conversations event, MPA confirmed 2025 alternative fuel volumes rose to 1.95 million tonnes, up from 1.35 million in 2024, but still just 3.4 percent of total bunker sales. To enable further growth, MPA will open new LNG bunkering licenses on January 14 and release Singapore’s first ammonia bunkering guidelines in the second quarter, alongside upgrades to LNG technical references.

Three methanol bunkering licenses were issued in November, and five methanol-fueled vessels are now flagged under the Singapore Registry of Ships. MPA expects the first ammonia-fueled vessel to join the registry within two years.

Digital bunkering reached full adoption in August, reducing transaction processing by an estimated 40,000 man-days per year. Total bunker sales hit a record 56.77 million tonnes in 2025, alongside a 27 percent increase in gross tonnage registered under Singapore’s flag.
