Russia to double grain export quota in 2026

January 4, 2026 |

In Morocco, Barlaman Today reported that Russia will raise its grain export quota to 20 million tons in 2026, nearly doubling the 10.6 million tons permitted in 2025. The government attributes the increase to an unprecedented national harvest of 137 million tons.

The quota now covers wheat, barley, corn, and mixed grains shipped outside the Eurasian Economic Union.

Previously, only wheat qualified. Officials say expanding the list and boosting the quota will help exporters use allocations that often go partially unused, according to the report.

Last season, Russia exported roughly 53 million tons of grain, including 44 million tons of wheat. This year, Russia’s Ministry of Agriculture estimates export potential near 50 million tons despite financial constraints. The government says the quota system balances domestic supply with outbound shipments, based on projected production and consumption, the report added.
