Michigan releases 10 year maritime strategy for ports and clean shipping

February 11, 2026 |

In the United States, Michigan Governor Gretchen Whitmer released the state’s first Maritime Strategy, a 10 year plan to modernize ports, expand cargo capacity, and prepare the Great Lakes fleet for low and zero emission fuels.

The roadmap links the state’s 33 active ports, which support 17,000 jobs and $3.3 billion in annual economic activity, to a broader shift toward vessel electrification, alternative marine fuels, and advanced propulsion systems. Port and intermodal upgrades are intended to accommodate new fuel types while strengthening supply chain resilience across the Great Lakes St. Lawrence system.

Led by the Michigan Department of Environment, Great Lakes, and Energy alongside transportation and economic agencies, the strategy also prioritizes maritime manufacturing growth and workforce training in shipbuilding, logistics, and clean energy technologies.

More than 200 stakeholders contributed to the year long drafting process. A 30 day public comment period runs through February 27 before formal adoption.
