Hydrogen Utopia clears key hurdle for Saudi expansion with full foreign investment approval.

November 6, 2025 |

In the UK, Fuel Cells Works reported that Hydrogen Utopia International PLC (HUI) has received an Investment Registration Certificate from Saudi Arabia’s Ministry of Investment (MISA), enabling it to fully operate as a foreign entity.

The move positions HUI to launch waste-plastic-to-hydrogen ventures aligned with Saudi Arabia’s Vision 2030 low-carbon goals, according to the report.

The certification permits the UK-listed firm to establish local operations, hire staff, lease facilities, and participate in government tenders and incentives as a 100% foreign-owned business.

It also provides the legal infrastructure to partner with Saudi firms in deploying InEnTec’s Plasma Enhanced Melter (PEM) technology—an advanced gasification system capable of converting unrecyclable plastics and hazardous waste into hydrogen and syngas, the report added.
