Galveston LNG Bunker Port and TOTE Services sign Jones Act LNG vessel deal

In Texas, Galveston LNG Bunker Port has signed a strategic agreement with TOTE Services to develop a new fleet of LNG bunker vessels to serve the U.S. Gulf Coast. The partnership will support deliveries from the region’s first dedicated small-scale LNG bunkering terminal, now under development in Texas City.

The agreement outlines a path for vessel design, construction, and long-term operation, with the first charter expected by mid-2026. All vessels will comply with the Jones Act, meaning they will be U.S.-owned, built, and crewed, allowing LNG to be moved within domestic waters.

“We’re very pleased to enter this partnership with TOTE Services,” said Jonathan Cook of GLBP. “Their expertise in LNG operations is essential as we work to deliver safe, reliable fuel supply to the Gulf Coast.”

TOTE Services has managed over 850 LNG bunkering operations and currently operates multiple LNG-powered vessels. “This agreement reflects our commitment to advancing practical LNG solutions in the U.S. maritime sector,” said TOTE Services president Jeff Dixon.

GLBP is aiming for a final investment decision in 2026, with operations beginning in 2029. The project also includes plans to offer bio-LNG and e-LNG as future-ready fuel options.
