FuelEU Maritime delayed for Norway and Iceland

In the UK, Lloyd’s Register reports for Norway and Iceland, the implementation of the FuelEU Maritime regulation has been delayed. These two European Economic Area members, which are not part of the European Union, will not incorporate the regulation into their agreements by January 1, according to Lloyd’s Register’s latest update.

For now, Norway and Iceland will be treated as third countries under the FuelEU framework. While 50% of energy used on voyages between ports in these nations and EU Member States will be subject to the regulation, voyages within Norwegian and Icelandic waters or between the two countries will not be covered. Additionally, voyages between these nations and other non-EU states remain exempt.

Denmark, Greece, Italy, and Malta have also secured limited exemptions under the regulation for certain ports, islands, and passenger ships, with these exceptions valid until December 31, 2029.

The delay highlights ongoing complexities in extending EU maritime decarbonization rules across the EEA. Norwegian and Icelandic authorities have yet to confirm when FuelEU will apply domestically. Lloyd’s Register will continue to monitor developments and provide updates as details emerge.
