In Brussels, on May 20, 2025, the European Commission awarded €96.7 million to three renewable hydrogen projects in Norway—RjukanH2, Gen2-LH2, and HammerfestH2—marking the EU’s first direct support for maritime hydrogen bunkering under the European Hydrogen Bank’s second auction.
Funded through the Innovation Fund, the three projects will receive fixed premium subsidies between €0.45 and €1.88 per kilogram over a ten-year period to support the production of certified renewable hydrogen for shipping fuel. All three are intended to supply hydrogen for bunkering operations, contributing to the decarbonization of coastal and port-based maritime transport.
They form part of a larger €992 million award package spanning 15 projects across Norway, Belgium, Portugal, Spain, and Finland. Together, the funded initiatives are expected to produce 2.2 million tonnes of renewable hydrogen over ten years and avoid more than 15 million tonnes of CO₂ emissions.
“The results of the second EU-wide auction for renewable hydrogen underscore both the strong interest from industry and the increasing competitiveness of clean hydrogen in Europe,” said Commissioner Wopke Hoekstra. Final grant agreements are expected to be signed by October 2025, with hydrogen production to begin within five years.
