In Belgium, the European Biodiesel Board (EBB) has put in place a monitoring tool for transposition of RED III in the 27 EU Member States that allows it to track the key elements that are important to HVO and FAME producers in Europe. Member States had until May 2025 to transpose the latest amendment to the Renewable Energy Directive (RED III). Only two countries had done so by the deadline (or at least had transposed the transport-related part of the RED), and still as of October 2025 the large majority of them have not transposed the Directive yet. Some are imminent, but for others it is already known that the final transposition text can only be realistically expected in 2027. While this is extremely disruptive in terms of investment planning, it is also a clear signal of how complex this key piece of EU legislation is.
