China’s CCS clears first ammonia bunkering safety guides for ships

In China, the China Classification Society has approved two national-level technical guides covering ammonia-fueled ships and bunkering operations, marking a formal regulatory foundation for one of shipping’s most hazardous alternative fuels.

At a review meeting in Wuhan, over 30 experts from maritime regulators, classification bodies, shipyards, owners, design firms, and equipment manufacturers signed off on the Guidelines for Ships Using Ammonia Fuel for Bunkering and the Guidelines for Ammonia Fuel Bunkering Operations. The review addressed the background, core technical requirements, and public feedback.

Led by CCS’s Wuhan Rules Research Institute, the project surveyed domestic and international practices, assessed ammonia’s chemical risks, and set out engineering and operational safeguards.

With ammonia gaining traction as a zero-carbon option, and pilot vessels already under construction, demand for bunkering infrastructure is expected to rise sharply. The guidelines arrive as the sector pushes to establish safe handling systems before deployment accelerates.
