China approves bonded biofuel blending and clean marine fuel bunkering

In China, on October 30, China’s Ministry of Commerce issued a nationwide directive authorizing bonded zones to carry out biofuel–marine fuel blending and bonded bunkering of LNG, biodiesel, green methanol, and green ammonia for international ships. The directive was approved by the State Council.

The policy outlines support for green shipping across design, construction, and operations, encouraging the use of renewable synthetic fuels and clean-energy vessels in foreign trade logistics. It promotes modal shifts from road to rail and water, calls for certified green packaging and logistics systems, and urges adoption of internationally recognized carbon footprint tracking standards for marine fuels and transport services.

A green fuel certification system for shipping is to be established and internationally aligned, alongside financial, insurance, and data infrastructure to support low-carbon exporters. Green fuel use in bonded zones is expected to play a key role in decarbonizing foreign trade corridors.
