Bill aims to steer biofuels into global shipping

In Washington, D.C., Senators Pete Ricketts (R-NE) and Amy Klobuchar (D-MN) introduced the Renewable Fuel for Ocean-Going Vessels Act, a bipartisan bill that would allow companies to retain Renewable Identification Number credits under the Renewable Fuel Standard for biofuels used in international shipping, they announced.

“Expanding the use of biofuels like renewable diesel strengthens American energy independence, supports Nebraska agriculture, and reduces emissions,” said Ricketts. Klobuchar called the measure “common sense legislation” that would “expand markets for farmers and fuel producers by providing ocean-going vessels a lower carbon fuel.”

The bill would permit biodiesel and renewable diesel used in cargo ships, tankers, and passenger vessels to generate RIN credits without imposing new regulatory obligations. “This legislation allows for RINs to be generated for renewable marine fuel without requiring an obligation on any parties,” said Congresswoman Mariannette Miller-Meeks (IA-02), who is leading the House version.

Supporters argue the bill will open new markets for U.S. farmers and fuel producers. “Global shipping companies are looking to U.S. farmers and fuel producers to take the lead in providing clean fuels,” said Kurt Kovarik, Vice President of Federal Affairs for Clean Fuels.
