IMO Net-Zero Framework survives MEPC 84

In the United Kingdom, gCaptain reports that the IMO’s Net-Zero Framework emerged intact from MEPC 84 in London after a week of negotiations, with carbon pricing remaining at the center of the proposal despite a coordinated push by the United States and allied states to weaken or reopen it.

The U.S., Saudi Arabia, and UAE pressed to strip carbon pricing from the framework or extend fossil fuel use through weakened fuel standards. A counter-coalition including the EU, UK, Australia, and Canada held the line. The U.S. State Department framed the outcome as a win, saying it secured consideration of alternative proposals that could remove carbon pricing altogether, an interpretation other delegations disputed.

Intersessional talks are scheduled for September and November, with a potential decision window in December.
