Andalusia strengthens its green hydrogen industry with two agreements with Rotterdam and North Rhine-Westphalia

October 29, 2026 |

In the UK, Fuel Cells Works reported that Andalusia is strengthening its position on the European energy map with the signing of a roadmap with Rotterdam (Netherlands) and a declaration of intentions with North Rhine-Westphalia (Germany) that will allow progress in the development of the green hydrogen economy, favor new opportunities for business and scientific collaboration in this field and contribute to the decarbonisation of European industry.

Andalusia’s Minister of University, Industry, Energy and Innovation, Jorge Paradela, has signed the two documents in Brussels, in the framework of the European Hydrogen Week, which is held from 26 to 30 October.

“These agreements help us connect the renewable hydrogen of Andalusia with the industrial heart of Europe at a time when energy autonomy has become a strategic priority,” said Paradela, who stressed that “the current energy crisis has reminded Europe that relying on imported fossil fuels is a strategic risk.” “Renewable hydrogen is part of the solution and Andalusia, which is already Spain’s leading region in renewable energies with almost 20 gigawatts installed, is prepared to produce it on a large scale,” he said.

The roadmap initialed with Rotterdam gives continuity to the collaboration initiated with the declaration of intentions signed in May 2024. The document has been signed by Jorge Paradela with the deputy mayor of Port and Economy of the Dutch city, Tim Versnel. It establishes three strategic pillars of cooperation at the institutional, industrial and research levels, articulated in seven objectives, twelve programs and 25 actions to strengthen relations between the two territories and advance projects of common interest.

The agreement signed with North Rhine-Westphalia seeks to promote joint initiatives in the field of green hydrogen and its derivatives, including ammonia, methanol and synthetic fuels.
