EPA proposes 100% reallocation of SREs announced in August

October 13, 2026 |

In Washington, the U.S. Environmental Protection Agency (EPA) has proposed to reallocate 100% of the difference between projected and actual exempted gallons lost to small refinery exemptions (SREs) in the 2025 renewable volume obligations (RVOs) under the Renewable Fuel Standard (RFS), one of America’s most vital energy programs that provides stability and growth to rural communities and biofuel producers across the U.S.

In August, EPA announced a plan to grant 29 SREs from the 2025 RVO, threatening to undermine the economic benefits of the Trump Administration’s historic 2026-2027  RVOs, which set the number of gallons of biofuels that the nation’s oil refiners must blend into the nation’s fuel supply each year. In the same announcement, EPA pledged to fully account for any lost demand created by those SREs before the end of October.
