China readies for B5 biodiesel mandate, ramps up production capacity, feedstock resources
In China, the State Energy Administration is making concrete plans for biodiesel promotion, according to a professor from the Chinese Academy of Sciences, and is considering the adoption of a B5 biodiesel standard, commencing as soon as next year in Beijing, Shanghai and Guangzhou.
Among state oil companies, CNPC, Sinopec, CNOOC and COFCO are in the running for biodiesel production for the production of biodiesel, while CNPC and COFCO have contracted with the State Forestry Administration for 13.3m hectares in Yunnan, Sichuan, Hunan, Anhui and Hebei to be planted with biodiesel feedstock, primarily jatropha.
Sinopec previously constructed a 100,000 tonne capacity biodiesel refinery in Panzhihua in 2006, supported by 34,000 hectares of land, while CNOOC is developing a siumilar-sized jatropha plantation in the same location and a 60,000 tonne biodiesel refinery on Hainan Island. China has targeted 200,000 tonnes of biodiesel production for 2010 rising to 2 million tonnes by 2020.
