In Texas, Blue Diamond Ventures, has acquired rights to a majority interest in a 12 Mgy biodiesel plant, and will expand capacity to 70 Mgy using non-food feedstocks. The acquisition includes rail, pipeline, and storage tank assets. The company said that it is negotiating for the rights to acquire and develop land in Central America and Africa for the development of additional biodiesel facilities.

The body of the PR says, “HAS SECURED THE RIGHT TO ACQUIRE the majority interest in a biodiesel production plant and related port facilities in the Gulf Coast.
”
Big difference between “acquires interest”, and “secures the RIGHT to acquire”.
