In France, Soufflet said that it must solve legal challenges from local opponents to its proposed 47 Mgy wheat ethanol plant in Aube before considering the impact of eliminated ethanol subsidies, its management said. Project executives acknowledged that the combination of wheat prices, biofuels controversy, the announced elimination of French ethanol subsidies by 2012, and local protests have made development of the project very difficult.
