In Illinois, Gov. Rod Blagojevich announced that the state government would make a $4 million grant towards the construction of an 88 Mgy corn ethanol plant in Metro East. The project is estimated to cost $200 million and would commence operations in late 2009. The plant will be operated by Abengoa.
