In Colorado, the Board of Morgan County Commissioners gave the green light to Rocky Mountain Sustainable Energy for a 4.5 Mgy waste-grease biodiesel plant that would begin construction in September and be complete in the first half of 2009. The new plant would operate on an adjacent site to the High Plains Energy ethanol plant.
