A proposed 400-million gallon ethanol plant for the Chesapeake Bay area is in jeopardy as unfavorable environmental reports are published and local and regional political support wanes. Environmental and neighborhood groups have been active in opposition, and the plant’s owners have hired top PR counsel to build public support.
